CALGARY — Documents show a federal investigator flagged labour code contraventions after a Canadian Pacific Railway train conductor died in a workplace accident in a Calgary rail yard last November.A Transport Canada rail safety inspector, delegated by Alberta’s labour minister, raised the issues in a letter Friday to the railway’s assistant vice-president of safety.A written directive attached to the letter, obtained by The Canadian Press, raises concerns over the company failing to identify and assess hazards to employees resulting from increased switching in the rail yard.Another directive says the railway failed to secure and maintain the accident scene, and removed, interfered with and disturbed wreckage and other things without authorization.A spokeswoman for Employment and Social Development Canada declined to comment on the specifics of the investigation because it is ongoing.Canadian Pacific did not immediately provide comment.The documents say the railway has until March 8 to inform the inspector of measures taken to make sure the failure of maintaining the accident scene doesn’t happen again.It has until March 22 to fix issues related to the safety of the rail yard. The company was also told it can request a review by the Occupational Health and Safety Tribunal Canada.Federal officials are investigating a separate Canadian Pacific accident that killed a conductor, engineer and trainee earlier this month near Field, B.C., just west of the Alberta-British Columbia boundary.A Transportation Safety Board investigator has said the westbound train was parked on a grade for two hours, with its air brakes applied, when it started rolling on its own.The train sped up to well above the limit and derailed at a curve ahead of a bridge over the Kicking Horse River, sending 99 cars and two locomotives hurtling off the tracks.The Canadian Press
TORONTO — A British Columbia man accused of skinny dipping in a shark tank at a Toronto aquarium is expected to plead guilty to mischief in that incident today.David Weaver, of Nelson, B.C., was arrested and charged in October of last year, four days after the alleged incident.Police allege he went to Ripley’s Aquarium in downtown Toronto on Oct. 12, bought a ticket, then stripped naked and jumped into the facility’s shark tank.A large crowd was at the aquarium that night and some in attendance took videos of the alleged incident.The videos, which attracted international attention after surfacing on social media, show a naked man swimming in the tank with sand tiger sharks, sawfish and moray eels.The man then starts to climb out of the tank before performing a back dive into the water.Officials have said the man then got out and got dressed but left behind a T-shirt and his jacket.Police have said by the time they arrived at the aquarium, the man had fled.Weaver was arrested near Thunder Bay, Ont., — hundreds of kilometres away — during a vehicle stop.Police have also alleged that earlier on Oct. 12, Weaver assaulted a man outside Medieval Times, a jousting-themed dinner theatre. A window was also allegedly broken.Weaver was charged with assault and mischief in that earlier incident, which is now being dealt with separately by the court, and will face trial on those charges in late October.The Canadian Press

Sen. Lillian Eva Dyck says a government amendment will restore full legal status to First Nations women.The Canadian Press The federal government has decided to change course on its proposed legislation to end sex-based discrimination in the Indian Act.The government’s point man in the Senate, Sen. Peter Harder, told the upper chamber Tuesday that the government is offering to make a change that would restore full legal status to First Nations women and their descendants born prior to 1985 — a measure that moved Indigenous Sen. Lillian Dyck to tears.“Colleagues, if we pass today’s motion, something wonderful will happen,” Dyck told the chamber, her voice cracking. “Something that First Nations women have been waiting for for nearly 150 years.”The Indian Act, which dates back to 1876, remains the primary law defining the relationship between the federal government and First Nations across the country. Its original definitions focused primarily on men, denying women many of the same privileges and powers as their male counterparts when it came to their Indian status.Numerous amendments over the years have chipped away at those imbalances, but critics say the document as it currently stands continues to treat women unfairly, particularly when it comes to their Indian status and their ability to pass that status along to their descendants.Once passed, the government amendment would ensure Indigenous women finally get the same ability to transmit their registered Indian status to family members, Dyck said.“Your language, your culture, your connection to your family, your connection to your community.”Dyck recently joined forces with Sen. Sandra Lovelace-Nicholas and other advocates as part of an awareness campaign to urge the Liberal government to change the bill.Part of the outreach, supported by the Canadian Feminist Alliance for International Action, included the distribution of a letter last week to women’s organizations, academics and human rights groups to drum up support for the “full and final removal” of sex discrimination in the Indian Act.The government and officials have now found an acceptable solution to a standoff between the Senate and the House of Commons, said Dyck, who urged her fellow senators to pass Harder’s proposal by the end of the week.“Let’s move it and urge the members in the (House of Commons) to concur,” she said.First Nations women can breathe a sigh of relief, Dyck added. “I know I will.”In June, the Senate unanimously passed a change to the bill designed to ensure Indigenous women and their descendants enjoy the same Indian status under the law as their male counterparts.The House of Commons, however, did not originally accept the Senate’s proposal, with the government saying it needed more time to examine the potential impacts.The previous Senate amendment would have focused on issues beyond merely the sex-based inequities, creating ambiguities and potential legal problems, Harder said.The government’s original bill would only have addressed discrimination in Indian Act registration since 1951, when a more modern registry was created. One of the main pledges made by Sri Lanka was to adopt and implement a national plan of action that would encapsulate all national efforts towards improvement in human rights promotion and protection in the country. This initiative, which commenced in 2008, involved all stakeholders in the process of preparation and a final text was approved by the Cabinet of Ministers in 2011. Minister Samarasinghe who oversaw the process of preparation as the then Minister for Human Rights until 2010, has been granted the responsibility by Cabinet, of coordinating and monitoring of implementation of the NHRAP. The process of implementation is nearing 1 ½ years since inception.The Minister will oversee a review of progress at the end of the year together with the approximately 50 agencies of government that are responsible for implementation. The NHRAP is of a 5 year duration and implementation of the Plan covers the period 2012 to 2016. Bad ads degrade the technology that’s the financial lifeblood not only for Google but also for countless websites and apps that rely on Google to place those ads.Ads are already in enough trouble — with browsers including Safari, Firefox, Brave and even Google’s own Chrome getting increasingly assertive about reining in their abuses. Millions of us already install ad blockers.Google also launched 31 policies to ban categories of ads in 2018. Washington, Jul 14: President Donald Trump says he will not impose quotas on importing uranium, backing away from a possible trade confrontation and breaking with a Commerce Department assessment that America’s use of foreign uranium raises national security concerns. The decision is unusual for Trump, who has pointed to national security concerns in calling for restrictions on foreign metal and autos in trade negotiations. It’s also drawing rare criticism from Republicans in energy-rich states. Uranium is a vital component for the U.S. nuclear arsenal, submarines and power plants, which prompted a monthslong Commerce Department investigation into whether such materials fall under the national security umbrella. Commerce Secretary Wilbur Ross has said that just 5 percent of the uranium the US needs for military and electricity generation comes from domestic production.
